In the technology sector, speed is typically treated as a virtue. Justin Fulcher has built a career on a different assumption: that durability, accountability, and institutional trust matter more in the long run than how fast something moves. That belief shaped his work founding a telemedicine company in Asia and later his contributions to defense modernization inside the U.S. Department of Defense.

RingMD: Healthcare Infrastructure Where It Was Missing

When Justin Fulcher co-founded RingMD in 2013, the company’s core proposition was simple in theory and difficult in practice. Many parts of Asia had reliable mobile connectivity but unreliable access to physicians. RingMD built a platform to connect the two, operating across multiple countries and designing its systems to function even where bandwidth was inconsistent. The work attracted recognition from Forbes Asia, which included Fulcher on its 30 Under 30 list in the Healthcare and Science category in 2017. He described the driving purpose simply: “Healthcare is one of those things that affects everybody. Without the basic, fundamental healthcare access, it handicaps many parts of the world.” Fulcher later transitioned away from daily management at RingMD, remaining connected as a board member and minority shareholder.

Reform Inside a Large Institution

Justin Fulcher brought that same orientation toward durable outcomes to his role as Senior Advisor to the Secretary of Defense, which began in early 2025. Working on acquisition reform and technology adoption inside the Department of Defense meant navigating procurement processes designed for a different era. Justin Fulcher’s contributions helped compress software acquisition timelines from years to months and supported the modernization of key department IT systems. In a LinkedIn article, Fulcher articulated the values guiding this work: “Execution over narrative. Accountability over optics. Durability over speed.” His academic work reflects similar themes. He completed a Master’s in Nonproliferation and Terrorism Studies at the Middlebury Institute in 2023 and is pursuing a doctorate at Johns Hopkins’ School of Advanced International Studies, with research interests centered on defense technology and critical material supply chains.
